The 2019 Boso Peninsula Typhoon (Faxai) landed in the Kanto region with the strongest intensity ever recorded, causing severe damage mainly in Chiba Prefecture. In addition, the 2024 Noto Peninsula Earthquake (M7.6) also caused severe damage to buildings, roads, ports, etc., due to seismic activities and land deformation.

In both cases, the lack of information on the local situation after the disaster hindered medical activities and rapid disaster emergency response activities. There are concerns that similar huge typhoons, Tonankai Earthquakes, and metropolitan area epicentral earthquakes will occur in the future. Therefore, this program aims to develop the field of AI disaster mitigation sustainable science, focused on satellite big data and spatial AI, through multidisciplinary collaboration between remote sensing, data science, disaster prevention studies, meteorology, geophysics, disaster medicine, social sciences, and on-site disaster response activities, and aims to strengthen disaster prediction and disaster prevention functions and build a base for an AI disaster mitigation sustainable science interdisciplinary hub. This research will combine scientific disaster prediction and disaster diagnosis technology with social science decision-making methods and is expected to establish unprecedented, useful, and effective disaster crisis response measures and disaster crisis management technologies as a systematic academic field. It is also expected to realize a platform that provides disaster prediction information before a disaster occurs, real-time disaster observation information as a disaster progresses, an understanding of the current situation within 24 hours after a disaster occurs, and information to support reconstruction after a disaster occurs, as well as social verification of emergency disaster medical care, and the realization of disaster-resilient cities and town development through the creation of digital twin disaster response science.
